Attorney, animal fees set for 2013

Dell Rapids City Councilors approved new agreements with its legal advisors and for animal control services at the Jan. 22 meeting at City Hall.
Councilors were pleased to see that the per-month retainer fee for the City’s attorneys, Dell Rapids law firm Vogt, Brown, Merry and Hammer, decreased from the $2,000 paid each month in 2012 to $1,900 each month in 2013.
City Administrator Justin Weiland said attorney fees are usually based on an average of working hours the year before, and because Vogt, Brown, Merry and Hammer’s hours on city matters have been down from where they were before a full-time city administrator was hired, the firm found it prudent to adjust the retainer fee.
Rates for the Sioux Falls Area Humane Society, which provides the service of handling any animal disturbances in Dell Rapids, will remain the same for 2013.
Most instances, Weiland said, when SFAHS picks up an animal in Dell Rapids before housing the creature in Sioux Falls, the associated costs – travel and room and board – fall on the owner of the animal.
However, in cases where an animal has no owner, like a feral cat, the travel, housing and euthanization costs are the City’s burden.
When those services are performed between the hours of 8 a.m. and 6 p.m., the City pays SFAHS $42 per hour. SFAHS services after hours are $55 per hour. The mileage paid is based on the current Internal Revenue Service mileage rate.
Each day an animal is housed at SFAHS facilities costs the city $12.50.
