The guidelines are subject to any provisions established by a South Dakota Court in a temporary or permanent domestic protection order, an order arising out of an abuse or neglect proceeding, as bond condition arising out of a criminal case, and an order in any other proceeding affecting child custody or support. The attached guidelines shall apply and continue in effect unless the parties agree or the Court otherwise orders. The imposition of these standard guidelines create no presumption as to who shall be awarded custody at any hearing. An agreement by the parties for visitation other than the standard guidelines must be in writing, signed by both parties, and filed with the Court. If either party objects to this initial order, the Court shall order a hearing which shall be held not later than 30 days after the date of the objection. The agreement with Avera reflects a 4% increase in the per employee per month (PEPM) fees for services. The agreement with Sanford reflects a 15% increase in the PEPM fees for services. The increase in fees result in total fees paid to both organizations that are comparable at $10.80 PEPM. Horizon Agency is the vendor who works with the care systems, UMR, and a coalition of members to maintain the network and to analyze claim data. The 2012 agreement reflects a PEPM of $6.50. The first lien, DPNO 42158, is in the amount of $19,852.03 and is against the applicant's son. The lien is for public defender services. The second lien, DPNO 47221 is in the amount of $40.20 and is in the applicant and her deceased husband name. The lien is for public advocate services that were provided to her husband. The applicant is selling property originally purchased by her son on August 15, 2007. The applicant's name was added to the property by quit claim deed on January 1, 2008. The applicant's son is currently serving a 30 year sentence with 15 years suspended, in the SD State Penitentiary. The applicant wishes to sell the property to get out from under the mortgage and will not receive any proceeds from the sale but will have to pay $4,223 in order to close on the property. She is requesting a release of the lien in full against the real estate only, upon payment of $40.20 applied to DPNO 47221, leaving DPNO 42158 in the amount of $19,892.23 in place against the applicant's son. The grant is for recruiting and retaining volunteer fire fighters within Minnehaha County. The following members of the association participated in the development and implementation of the project; Mike Harstad - Crooks Fire Department; Robert Dykstra - Brandon Fire Department; Amy Marsh - Renner Fire Department; Doug Nohava - Garretson Fire Department; and Lynn DeYoung - Minnehaha County Emergency Management. Using the grant funds, the rural fire chiefs have developed eight commercials and constructed a website to recruit new firefighters. PLANNING & ZONING Ryan Streff, Planner, gave a briefing on recommendations from the Minnehaha County Planning Department for the appointment of members to the Envision 2035 Task Force. Envision 2035 is a long-range comprehensive planning document that will be a guide for how the County will grow over the next 20 years. The Task Force will develop the plan by hosting visioning sessions and public meetings throughout the rural area of the county. Action against Bank of America was initiated by the Attorneys General of 29 states and the District of Columbia claiming the bank engaged in unreasonably restraining competition and engaging in deceptive practices in the marketing, sale and placement of Municipal Bond Derivatives. Minnehaha County was identified as a participating counterparty due to our issuance of bonds in December 2000 and January 2001 for construction of the new jail. Minnehaha County is eligible to receive $15,827.28 from a fund that has been established as an out-of-court settlement between the various Attorneys General and Bank of America. The funds are provided by the federal government to enable communities to better serve homeless, potentially homeless, and unemployed people facing economic emergencies. Human Services will utilize the funds to provide emergency rent and motel accommodations as well as expand the services for the chronically homeless in Minnehaha County.
